The article is devoted to the general characteristics of the legal institute of administrative proceedings in European countries such as Poland, Slovakia, Czech Republic and Russia. The article deals with the historical background of the formation of administrative proceedings and the reform of administrative legislation. Some features of the regulation of administrative proceedings in cases of administrative offenses are highlighted.
