Is it necessary to consider smart higher territorial units?

The paper focuses on the requirements and the need for communication between local governments and their inhabitants. It pays attention to the electronization of public administration and the ambition to strengthen it through public participation in decision-making in self-government matters. In particular it focuses on the specifics of local self-government carried out by higher territorial units, their origin, development and current status in relation to the e-performance of administration. The focus of the paper is research focused on the level of electronic communication of self-governing regions with their inhabitants, as well as on the level of used electronic means of direct participation of inhabitants in regional self-government.
